Automated pin bump (ADR 0049).

bump: project_board v0.47.0 -> v0.62.0
bump: github v0.7.0 -> v0.9.0

Merging requires the verify job green — the pin only moves through a passing verification.

QA panel review — PASS

code-review · head d79cb557a0c3 · formal

PR #20 is clean across all four review angles (correctness, removed behavior, cross-file consistency, conventions). No findings were raised, so there is nothing to fix first and no panel disagreement to resolve. The verifier confirmed there was nothing to verify. Overall risk is minimal; the change is ready to merge.

No findings — the review came back clean.
